AS BOTH SIDES BUILD UP ARMS THEY BEGIN TO THINK IN TERMS OTHER THAN THOSE OF BASIC DETERRENCE: THEY LOOK FOR SOME ADDITIONAL RETURN FOR THEIR INVESTMENTS IN THE WEAPONS. THUS THERE IS A NATURAL TENDENCY TO SEEK PREPONDERACE WHEREEVER POSSIBLE. THOUGH THERE IS NO EVIDENCE THAT EITHER SIDE WILL BE FORCED TO MAKE CONCESSIONS, BECAUSE OF SUPERIORITY IN ARMS, BUT THE IDEA PERSISTS. ARMS BUILDUPS OFTEN GIVE RISE TO THE DOCTRINES WHICH JUSTIFY THEM.

Erstmalig in der Geschichte der nuklearen Rüstungskontrolle steuern die USA und die UdSSR auf eine Krise zu, die die Erfüllung von Rüstungskontrollvereinbarungen in Frage stellt. Diese Krisenlage wird in ihren Auswirkungen auf die laufenden Verhandlungen in Genf zu spüren sein. Es geht dabei um die Frage, ob die Sowjets die bisherigen Vereinbarungen (Salt I, Salt II, ABM) unterlaufen haben, wobei 3 Kategorien zur Beurteilung anstehen: Die strategischen Verteidigungsprogramme, die Möglichkeiten der Verifikation und die strategischen Offensivprogramme. Untersucht werden 2 Fragenkomplexe: Wie wichtig sind die Probleme der Erfüllung der Verträge und wie sollen sich die USA in Anbetracht ihrer nationalen Sicherheit verhalten? Und zweitens, was kann getan werden, um die Probleme zu lösen und gibt es Mittel für Optionen der zukünftigen Einschränkungen? (BIOst-BwD/Hie)
